Voice disguising/modulator

As part of the setting and some simple flavor I'm going to add methods to disguise voices with either a power modifier or purchasable gadget.

Voice Masking (+0) - Modifier can be added to any power that would affect the voice either physically altering vocal chords or by masking/manipulating sound. (Sonic powers, transformative powers, illusion/magic, etc.)

Voice modulator - $50 a small gadget that alters your voice to something of your choosing. Original device gives 1 setting chosen at purchase can be reprogramed later, $10 per additional voice mode to a maximum of 4 including the original (Male to Female or vice versa, pitch change, echo added, etc.)
