A brief history of Supers, Powers, and ORACLE
Individuals of extraordinary talents and abilities have existed for as long as humanity has kept records, as with technology however these individuals have grown and become more common at an exponential rate in the last few decades. Those who stand in the light of day and protect their fellow citizens have been branded Heroes, people have taken to calling them things like Supers and Capes in casual conversation. It is becoming more and more apparent that the world is going to need to learn to handle these people and work with them.
In 1962 then president John F. Kennedy worked with congress to pass the O.R.A.C.L.E. Act (One Record of Altered Citizens Legally Endorsed). This was created to allow people with powers to register with the United States government while maintaining anonymity, the general public is not sure how this is done but ORACLE has not been breached since it's inception and identities have remained safe. Individuals with powers who have not registered with ORACLE or publicly revealed their identity are met with suspicion and are branded Vigilantes or Villains.
